Electoral logistics: Viaposte mobilises for the 2026 municipal elections
As part of the 2026 municipal elections, electoral logistics have entered a decisive phase. Behind every envelope delivered to voters, an operation of extreme precision has been put in place at Viaposte. The objective was clear: to ensure fair and compliant distribution for every citizen within tight deadlines.
Four Viaposte logistics sites were mobilized: the Brive platform serving nearly 80,000 voters, the Saint-Aunès site covering 320,000 voters, and two sites near Rennes handling 525,000 voters.
Near Rennes, Viaposte set up two temporary sites in Chantepie, providing 5,200 m² of logistics space to handle these exceptional volumes and relieve pressure on existing infrastructure.
In just a few weeks, the teams identified, secured, and brought the sites into operation, while deploying a full logistics setup: installing machinery, structuring workflows, recruiting teams, and ensuring the buildings met compliance standards.

A fully controlled end-to-end logistics chain
As Christophe Beaufils, Director of the two sites leased in the Brittany region for these elections, explains, electoral logistics relies on a rigorous organisation designed to ensure smooth operations and reliability at every stage:
- Envelope personalisation: envelopes are personalized using direct inkjet printing with individual names and addresses, based on secure address files provided by the prefectures;
- Mechanized assembly: campaign leaflets and ballot papers are assembled by municipality using specialized machinery, requiring real expertise to ensure both speed and precision;
- Envelope insertion: the documents are inserted into envelopes with regular and random quality checks to ensure fairness and neutrality;
- Handover for distribution: the mailings are entrusted to La Poste or other providers for final delivery to voters. This stage relies on carriers managed and coordinated by Viaposte, ensuring seamless continuity between preparation and distribution.
At every stage, the objective is simple yet essential: to ensure that every voter receives exactly the same information. The quality of the logistics directly underpins equal access to information for all citizens, as well as fair treatment between candidates.

Tight, non-negotiable deadlines and a just-in-time operation
The distinctive feature of electoral logistics lies in its extremely tight time constraints. Between the two rounds, teams sometimes have as little as 36 hours to process several hundred thousand mailings. An exacting requirement already tested in previous elections, mainly during similar operations such as the second round of the municipal elections at the Joué-lès-Tours site.
Electoral materials, including ballot papers and candidates’ campaign leaflets arrive very late, often just one to two days before production begins. As soon as they are received, teams check the volumes, prepare them, and proceed with envelope insertion.
A large-scale human mobilization
Recruitment as a guarantee of performance
To absorb this production flow, Viaposte mobilized several hundred employees within just a few days. This additional workforce relies largely on temporary staff, made possible through trusted partnerships built year-round with agencies, enabling the rapid deployment of suitable profiles, particularly students for short, intensive assignments.
Supervision relies on experienced in-house teams, reinforced by technical experts from other Viaposte sites across France, who train staff on the machinery.
